Passengers called 911 on Monday after not being allowed to exit an airplane that was delayed on the tarmac for six hours.

"The plane actually lost power and went zero AC [air conditioning], and then now we've got the doors open and one kid is puking, and people are just losing their minds", Laura Mah told CBC.

However, minutes turned to hours and since the electricity in the plane was turned off to save the depleting fuel, passengers started to feel suffocating.

After several hours, some passengers called 911 for help.

The plane eventually took off for Montreal - after almost six hours on the tarmac. The air conditioning and lights were turned off because of refuelling, according to the carrier.

"This inquiry will determine, based on the evidence and the law, whether the treatment of passengers on the two flights was in line with the airline's obligations - and if not, what corrective measures should be ordered", Streiner said.

In an emailed statement, Air Transat said bad weather caused a backlog of traffic, and airport staff were unable to provide loading bridges or stairs to enable passengers to get off the plane.

Eventually, Mah said, police boarded the plane and began handing out water to passengers.

When airport emergency services entered the Air Transat plane after 911 was called, they said they handed out bottled water to passengers and treated one who felt ill.

KelownaNow reached out to Air Transat about the two flights that waited on the tarmac for several hours after being grounded in Ottawa. "They have to request if they want to deplane".

"Our employees have tried to contact the crew several times through their service of handling to offer additional assistance, but we have not received any response from the crew about the aid that we offer", said in a press release Krista Kealey, spokesperson for the airport authority.

The airport's statement said 20 flights, 15 of which were from global destinations, with a total of nearly 5,000 passengers were diverted to Ottawa worldwide Airport.

It will also oblige airlines to explain delays to passengers.
