U.S. citizen allegedly used fake eBay sales to hide ISIS funding

According to a report from Wall Street Journal, a recently unsealed affidavit, which was filed in the federal court in Baltimore, alleges that Mohamed Elshinawy - a USA citizen who pledged allegiance to Isis - received about $8,700 (£6,713) from the terrorist group under the cover of fake sale of computer printers via eBay.

The alleged recipient of the funds, Mohamed Elshinawy, pretended to sell computer printers on eBay in order to disguise PayPal payments he received from ISIS members overseas, according to a recently unsealed affidavit filed in a federal court in Baltimore.

Elshinawy reportedly received $8,700 as part of a global terror funding network run by a senior ISIS official known as Siful Sujan.

Mohamed Elshinawy was arrested in Maryland more than a year ago following a detailed FBI investigation, The Wall Street Journal reported, citing a 2016 indictment. Some of the cash was spent on a laptop, a mobile phone, and software to set up a virtual private network that can mask a user's internet usage, which the Federal Bureau of Investigation believed was so he could communicate with ISIS operatives overseas, the Journal reported.

Elshinawy was reportedly arrested a year ago and is now in federal custody awaiting trial. The money was sent to a 30-year-old United States citizen who had pledged allegiance to ISIS through allegedly fraudulent transactions on the eBay platform.

The U.S. has said Elshinawy told investigators he was instructed to use the money for "operational purposes" in the U.S., such as a possible terror attack.

A spokeswoman for PayPal Holdings Inc. said that it "invests significant time and resources in working to prevent terrorist activity on our platform...."

eBay also said that they "worked with law enforcement to bring this individual to justice".
