UN Security Council to vote on lighter North Korea sanctions

Monday's decision, triggered by the North's sixth and largest nuclear test this month, was the ninth such resolution unanimously adopted by the 15-member Security Council since 2006 over North Korea's ballistic missile and nuclear programs. The resolution seeks to cut imports of refined petroleum products to 2 million barrels a year, ban textile exports and give countries the ability to freeze assets of cargo ships whose operators don't agree to inspections on the high seas.

New measures would include imposing an oil embargo, banning its exports of textiles and the hiring of North Korean laborers overseas, and subjecting leader Kim Jong Un to an asset freeze and travel ban.

North Korea's top envoy in Geneva condemned the latest round of United Nations Security Council sanctions against Pyongyang, describing the embargoes as an "illegal" measure.

"The forthcoming measures by DPRK (the Democratic Republic of Korea) will make the USA suffer the greatest pain it has ever experienced in its history", he said.

The US-drafted sanctions resolution passed just one month after the Security Council chose to ban exports of coal, lead and seafood in response to North Korea's launch of an intercontinental ballistic missile (ICBM).

North Korea said its Sept 3 test was of an advanced hydrogen bomb and was its most powerful by far. China supplies most of North Korea's crude.

President Donald Trump dismissed the latest United Nations sanctions on North Korea as insignificant. Last year, the North conducted its fifth nuclear test.

Ms Haley struck a softer tone Monday than she had last week, when she said Kim Jong Un was "begging for war" and U.S. patience was "not unlimited".

North Korea opened its embassy in Lima in 1988, and first opened its trade office in the 1970s.

Britain's United Nations ambassador, Matthew Rycroft, backed the tough USA measures and demand for a speedy vote, saying Thursday that "maximum possible pressure" must be exerted on North Korea to change course and give diplomacy a chance to end the crisis.

The US were keen to get China behind the proposed sanctions, and so they watered down an initially much tougher proposal for the measures against the North in order to bring China around. Experts agree, the US cannot stage such an attack because the risk of Chinese intervention is significant, and the North can also inflict severe casualties on South Korean civilians living within range of their artillery.

China and Russian Federation, which joined with the USA to impose penalties against North Korea, said sanctions will only go so far in forcing Kim's government to curb its weapons and called for a diplomatic solution.

But, the president's response to Monday's unanimous approval of a new sanctions resolution in response to North Korea's sixth nuclear test was less enthusiastic.

Washington wanted the Security Council to vote by yesterday to impose the sanctions, despite resistance from Beijing and Moscow to the new measures.
