National Basketball Association expected to vote on draft lottery reform

The competition committee recommended the league's proposal on draft lottery reform to the board of governors for final approval, league sources told ESPN's Adrian Wojnarowski. National Basketball Association commissioner Adam Silver has not been a fan of tanking for quite awhile now, and has devised a potential plan of action that will make teams think twice before they trust the process themselves.

The competition committee also recommended a plan to the board of governors to curb the resting of healthy players in the regular season, league sources told ESPN. Two-thirds majority will have to be in favor of the lottery reform for it to pass, and the board will be voting on it on September 28, in NY. The proposal needs the support of two-thirds of the board to pass.

The proposed changes would begin with the 2019 draft and include a smoothing out of odds among the league's worst teams, per ESPN.

The proposal would give all three of the bottom teams an equal 14 percent chance to get the No. 1 overall pick. For example, the team with the worst record could potentially fall to No. 5 instead of the current floor of No. 4. The worst team could drop to fifth under the new plan, one spot lower than before. The second-worst record could move to sixth, down from fifth.

The punishment for losing the draft lottery is also slightly worse.

The NBA could be set for a draft lottery reform after a date was set for a vote on the proposals by the league.

This has become particularly a worry for small market teams who have no choice but to build their roster through the draft, given how the last few years have provided a good sample size of putting free agency decisions in the players' hands, making it increasingly hard to retain talent.

Silver sees stars resting as such an issue because the league isn't giving the fan the best product.

Silver has been on a mission to keep teams from leaving players on the bench in nationally televised games, and the change could make a positive step in that direction.
