Tillerson Admits Difficulty of UN Agreement on N. Korean Oil Embargo

U.S. Secretary of State Rex Tillerson on Thursday urged China to use its leverage as North Korea's principal supplier of oil to press the isolated nation into reconsidering its development of nuclear weapons.

Tillerson said the provision was aimed exclusively at China because it supplies neighboring North Korea with most of its oil, as well as most of its trade.

"We call on all nations to take new measures against the Kim regime", Tillerson said in a statement, referring to North Korean leader Kim Jong-un. "We hope China will not reject that".

"These continued provocations only deepen North Korea's diplomatic and economic isolation", the secretary of state added. It wants the U.S.to restart long-stalled negotiations with North Korea.

The U.S., Britain and France are permanent members of the U.N. Security Council, and the council this week approved new sanctions to punish North Korea's latest nuclear test explosion.

Mr Tillerson visited No 10 for detailed talks with the UK National Security Adviser Mark Sedwill today before a broader meeting with Foreign Secretary Boris Johnson.

He cautioned against pursuing alternative efforts at engagement with Pyongyang - a possible reference to comments this week by German Chancellor Angela Merkel who offered to act as a facilitator, if needed, in diplomacy.

This morning's talks focused on the global threat from North Korea and Iran acquiring nuclear weapons.

The Foreign Secretary will discuss the response to Hurricane Irma with the US Secretary of State Rex Tillerson and the French Political Director Nicolas de Rivière.

"Helping to bring stability to Libya is a vital part of United Kingdom efforts to tackle the threat from terrorism and the issue of illegal migration, which exist in close proximity to Europe", the Foreign Office said.

Russia's foreign ministry on Tuesday said Beijing and Moscow had succeeded in "revising the U.S.'s super-hard resolution, which focused on defoliating North Korea's economy and risked catastrophic humanitarian influence on North Korea".

The proposal would reportedly allow the U.S. Navy to provide a more aggressive response when its intimidated by Iran's Revolutionary Guard Corps and also calls for more aggressive seizures of Iranian arms shipments.

The Foreign Secretary, Boris Johnson, returns from his visit to the British Overseas Territories that have been devastated by Hurricane Irma today (Thursday 14 September) and will host a meeting with global partners in London about continued co-ordination in response to the Hurricane.
