The US Public Interest Research Group, which produces an annual report about unsafe toys, released data on two fidget spinners sold at Target stores - the Fidget Wild Premium Spinner Brass and the Fidget Wild Premium Spinner Metal - on Thursday, saying that both gadgets contained excessive lead levels.

A consumer group is warning that two models of fidget spinners being sold at Target contain high levels of lead that may be harmful to children.

The report found the Fidget Wild Premium Spinner Brass tested at 300 times the allowed lead amount for children's toys, while the Fidget Wild Premium Spinner in Metal tested at 13 times the allowed level. The "metal" fidget spinner had 1,300 parts per million of lead at its core. Target and Bulls i Toy defend their inaction by pointing to the CPSC's declaration that fidget spinners aren't technically "children's products" subject to legal limits for lead. Children products must not contain more than 100 parts per million (ppm) of total lead in "accessible parts", according to federal requirements.

Target added that fidget spinners are labeled as a "general use" product rather than toys.

"Additionally, we're working closely with our vendors to ensure all of the fidget spinners carried at Target meet the CPSC's guidelines for children's products".

The manufacturer of the specific model, Bulls-I-Toy, wrote in a statement: "There are no mandatory CPSC requirements for it".

Young children have been harmed by lead in products, such as costume jewelry they may be tempted to put in their mouths.

Target is coming under criticism this morning over some of the fidget spinners it sells.

However, Cook-Shultz responded that fidget spinners are sold to children as toys in the same aisles as other products marketed as toys. In 2006, CPSC and Reebok recalled metal bracelets after a 4-year-old Minneapolis boy died of acute lead poisoning after swallowing a metal charm from the item.

The AAP says there is no safe levels of lead in children, pointing to growing evidence that a child's exposure to lead can cause irreversible cognitive and behavioral problems.

"It's definitely a hazard for children", Rubin said. That classification exempts them from toy safety standards.
