USADA chief executive Travis Tygart described the latest development as "another sad moment in this entire sordid affair".

The upholding of the suspension raises the spectre of a possible ban from February's Winter Olympics in Pyeongchang.

Russian President Vladimir Putin responded to news of the International Olympic Committee bans by claiming it is being manipulated by USA interests that want to use doping scandals to embarrass his government ahead of next year's elections in Russia.

"It seems to me now that it is important to have a measured position and reaction to WADA's decision".

"The road map with these conditions were exchanged with the Russians over 25 times in the last 18 months", Niggli.

At a news conference in Moscow, RUSADA's Director General Yuri Ganus called the decision "lamentable".

Russia's ministry for sport has repeatedly denied the report's findings.
