DHS Report: 73 Percent of Terrorists Convicted by US Are Foreign-Born

"This report reveals an indisputable sobering reality-our immigration system has undermined our national security and public safety", Sessions said in a press release. The president ignited outrage last week by reportedly disparaging Haiti and African nations as "shithole countries" in talks on the issue.

The Department of Homeland Security's Legislative Affairs office sent an email on January 9 to top officials at the agency, informing them that "all operating component meetings on immigration are cancelled", according to someone with a copy of the email who read it to Quartz.

President Donald Trump on Tuesday used a new report from the Departments of Justice and Homeland Security - revealing that almost three out of four individuals convicted on global terrorism charges in the USA were foreign-born - to call for immigration reform.

The report found that out of 549 convictions for global terrorism-related charges since September 11, 2001, 254 were not USA citizens, 148 received US citizenship through naturalization and 147 were US citizens by birth.

The report was ordered by Trump as part of a March 2017 presidential decree that sought to block people from several majority-Muslim countries from entering the US. The document partially acknowledged its own limitations, however, saying the analysis "does not include individuals convicted of offenses relating to domestic terrorism, nor does it include information related to terrorism-related convictions in state courts".

"We now have terrorism-related investigations against thousands of people in the United States, including hundreds of people who came here as refugees", he said.

The report, which covers the period between September 11, 2001 and December 31, 2016, was issued in accordance with Executive Order 13780, which was meant to increase protections against would-be terrorists entering the United States.

The report didn't provide further data on the crimes for which people were convicted, nor did it break down what portion on the investigations involved planned or actual attacks inside the U.S.

Attorney General added that the information in the report is only tip of the iceberg: they now have terrorism-related investigations against thousands of people in the United States, including hundreds of people who came as refugees.

Federal global terrorism trials have included Ahmed Abu Khattala, the Libyan militant convicted of orchestrating the deadly attack on the USA facility in Benghazi, and Sulaiman Abu Ghaith, a Kuwaiti cleric and son-in-law of Osama bin Laden convicted of his support for al Qaeda.

For example, Ahmed Abu Khattala, convicted in November in connection with the deadly 2012 attack on a US diplomatic mission in Benghazi, Libya, is counted in the same category as someone who successfully applied for a visa to enter the United States.

Another 1,500 forced marriages occur in the US, the report estimated.

Mr. Trump has condemned USA immigration policy for years, and especially since a terrorist attack in NY last October killed eight people. The report didn't provide data on the people's country of origin or immigration history.

The report, part of an executive order that sought to tighten entry criteria into the U.S., states that 73 percent of 549 people found guilty of global terrorism offences in federal courts were from overseas.

Since Sept. 11, 2001, several mass shootings by US -born gunmen have killed significantly more people than terrorist attacks.

If that is the final count, that represents just under 1 percent of the 402 foreign-born individuals convicted of terror-related charges, casting doubt on the need to end the diversity lotto or "chain migration" to bolster national security.

After all, two of the worst mass shootings of 2017 - the Las Vegas shooting by Stephen Paddock who killed 58 people and wounded more than 500 others and the Texas church shooting Devin Kelley who killed 26 innocent men, women and children while critically injuring at least 20 in Sutherland Springs - were both carried out by white USA born men.
