PH welcomes neutral United Nations rapporteurs

UN High Commissioner for Human Rights Zeid Ra'ad al-Hussein defended the independence, impartiality and expertise of special rapporteurs in the face of smear and hate campaigns, some involving incitement to violence.

"I think the matter of the statement by the UN High Commissioner on Human Rights is being treated very seriously". He needs to submit himself to some sort of psychiatric examination.

Instead of criticizing the Philippine government, its fight against illegal drugs and terrorism should be viewed in a "comprehensive, unbiased and objective way, and support its efforts to move forward its human rights cause in light of its national conditions".

"This son of a b****, stupid chief of (UN Human Rights Council)., they were irked because (my advice to the police is), 'Do not answer question [s] from them".

In February, Duterte said that soldiers encountering female NPA members should "shoot them in the vagina" - the latest in a series of remarks that have provoked uproar among political opponents at home and in worldwide organisations such as the United Nations, which has spoken out against the Philippine government's "war on drugs".

Duterte has always been the target of global criticism over his war on drugs, which has resulted in numerous extrajudicial killings.

Duterte won a landslide victory, partly thanks to his strident anti-drug rhetoric, and has long said the Philippines faces a narcotics trafficking and addiction crisis.

"Duterte is engaged in a wild anti-communist witch hunt under the guise of anti-terrorism", he said.

Zeid said Duterte's attacks against UN special rapporteurs can not go unanswered and the UN Human Rights Council must take a position.

"This is, of course, unacceptable for a special rapporteur acting on behalf of the worldwide community whose expertise is sought by the Human Rights Council to be treated in this way", Zeid said.

The list included Victoria Tauli-Corpuz, a United Nations special rapporteur for indigenous people's rights.

Also on the list were four former Catholic priests and former congressman Satur Ocampo, who said he would challenge any "terrorist" label.

Manila hit back at Zeid's comments on Saturday, noting that Tauli-Corpuz was included on the list not because of her position as Special Rapporteur but because of her alleged links with the Ilocos-Cordillera Regional Committee (ICRC) of the CPP-NPA. Foreign Secretary Alan Peter Cayetano also disputed his account, saying "the world actually needs more Dutertes".
