Michel Barnier rejects May's UK-wide Brexit backstop plan

Theresa May has avoided a potentially devastating cabinet resignation after striking a last-minute deal with David Davis over plans to prevent a hard border in Ireland after Brexit.

The European Commission's chief Brexit negotiator gave the Prime Minister's UK-wide, time-limited backstop proposal, which aims to provide an answer to the Irish border conundrum, a severe going over, as he proposed three questions the plan must answer before becoming acceptable to Brussels.

But May's government has yet to set out to the EU's satisfaction how it would achieve that without erecting a land border to control goods between the British province of Northern Ireland and European Union member, the Republic of Ireland, which Britain has promised it will not do.

"A backstop that is temporary is not a backstop, unless the definitive arrangement is the same as the backstop", he said. "I won't let myself by intimidated by this form of blame game".

The divorce deal struck by Theresa May and Jean-Claude Juncker before Christmas called for a fallback option to guarantee a soft Irish border.

Michel Barnier questioned whether the U.K.'s proposals to avoid a hard border in Northern Ireland would work because they are time limited.

Asked if she expected Davis to remain in his position on Thursday, May's spokeswoman said: "Yes... of course".

Rather than setting a firm deadline for the end of the backstop, the document stated: "The UK expects the future arrangement to be in place by the end of December 2021 at the latest". It has to be permanent. That is something we have not had for the last two years so it is a step in the right direction.

London says this is unacceptable, offering instead a "temporary customs arrangement" for the whole of Britain that would "maintain the status quo for traders in respect of customs processes".

Mr Thompson said HMRC had chosen to assess the potential impact by looking at the how many customs declarations there will be and the cost of that rather than as a percentage of the value of trade. "We will not accept such a proposal".

Mrs May says no Prime Minister could ever agree to such terms, as they would undermine the constitutional integrity of the UK.
