The indictment represents special counsel Robert Mueller's first charges against Russian government officials for interfering in American politics, an effort US intelligence agencies say was aimed at helping the Trump campaign and harming his Democratic opponent, Hillary Clinton.
Special counsel Robert Mueller has obtained the indictment of 12 Russian military intelligence officers for allegedly hacking into Democratic organizations and trying to interfere with the 2016 presidential election.
Still, Deputy Attorney General Rod Rosenstein said the internet "allows foreign adversaries to attack Americans in new and unexpected ways".
In the most high-profile case related to Mueller's investigation, Paul Manafort, Trump's former campaign chairman, was indicted in October on a host of charges, including conspiracy, money laundering and making false statements to the FBI.
Republican Senator John McCain said the summit "should not move forward" unless the president "is prepared to hold Putin accountable".
United States intelligence agencies have concluded that Russian Federation used propaganda and hacking to meddle in the election in an effort to harm Clinton and eventually help Trump.
"It's on", White House spokeswoman Sarah Sanders told reporters.
"The stories you heard about the 12 Russians yesterday took place during the Obama Administration, not the Trump Administration", the president wrote on Twitter.
After the Central Intelligence Agency concluded later that year that Russia had interfered in the race to help elevate Trump to the presidency, Obama responded by imposing new sanctions on Russia and expelling 35 Russian diplomats in December 2016. Trump, who is in the United Kingdom, has repeatedly dismissed the investigation a "witch hunt".

The indictment said Russia's Main Intelligence Directorate of the General Staff - known as GRU - had multiple units that "conducted large scale cyber operations" to interfere with the 2016 USA presidential election.
Rosenstein said at the time that the Russians had waged "information warfare" against the USA during the 2016 campaign, with the aim of "spreading distrust towards the candidates and the political system in general".
The charges come as special counsel Robert Mueller investigates potential coordination between Russian Federation and the Trump campaign to influence the presidential election.
Trump has also declined to fault Putin for Russia's invasion of Crimea in 2014, instead blaming Obama and saying his predecessor "lost" the country.
A candidate for Congress asked Russian hackers to provide documents on their campaign's opponent before the 2016 U.S. election, a charging document says. Three other Trump campaign aides have pleaded guilty to lying to the Federal Bureau of Investigation.
White House spokeswoman Lindsay Walters released a statement saying the new information "is consistent with what we have been saying all along".
The call to cancel the summit came after a week in which Democrats have expressed widespread concerns about Trump's ability to sit down and challenge Putin in a one-on-one meeting, which is scheduled for Monday.
