The Soyuz is now the only rocket that is capable of sending humans to the ISS and a launch failure hasn't happened since 1983.

Roscosmos has scheduled a press conference for November 1 to further detail the outcome of its investigation.

Roscosmos said on Wednesday it hoped to launch its first manned mission since the accident on December 3. That would also mean that the current crew will have to stay there for at least an extra week or two to ensure a smooth carry-over.

Following the investigation, "appropriate law enforcement authorities" will work out who is guilty of the assembly mistake, Lopatin said.

The crew on board now is Alexander Gerst of the European Space Agency, NASA's Serena Aunon-Chancellor and Sergey Prokopyev of Roscosmos. It's relied upon by NASA, Europe, Russia, and other partners.
