Enrollees can choose one of eight Highmark Blue Cross Blue Shield of DE plans that are available for purchase in 2019 or they will be automatically re-enrolled in a plan that is similar to the one they now have. For 2018, that's between $16,753 and $48,560 for an individual or between $34,638 and $100,400 for a family of four. That includes financial assistance for people who qualify for things like Advance Premium Tax Credits (APTCs), which lower the cost of premiums.

The state's campaign involves $450,000 - comprised of funding from DOBI, the Department of Health and the Department of Human Services - to conduct outreach, advertise the open enrollment period, and other promotions. The same three companies that offered plans this year are offering plans for 2019: Anthem, Harvard Pilgrim and Ambetter.

It's time for consumers who buy their own health insurance to start shopping for policies for next year.
