Almost 10 years ago, then-President Barack Obama delivered a landmark address at Cairo University in which he said he had come to Egypt seeking "a new beginning between the United States and Muslims around the world".

Both Bolton and Pompeo have pushed back against reports of policy chaos and dysfunction, insisting that they are on the same page with the president and his Syria policy is consistent and coherent.

Turkish officials had a tense meeting this week with Trump's national security adviser John Bolton in Ankara aimed at coordinating the pullout process.

Mr Bolton has talks for roughly two hours with Ibrahim Kalin, his Turkish counterpart, and other senior officials at Ankara's presidency complex but was snubbed by Mr Erdoğan himself, reflecting just how at odds the North Atlantic Treaty Organisation partners are on the issue.

Pompeo also made a surprise visit to Iraq on Wednesday where he met with the prime minister. But in Saudi Arabia, he faces the thorny problem of dealing with global outrage against Crown Prince Mohammad bin Salman, accused of conspiring to murder a political enemy, Washington Post columnist Jamal Khashoggi.

According to the diplomats, many Arab capitals, especially Saudi Arabia which has been funding the U.S. troop presence, will not want a situation that could allow for a wider Iranian presence in Syria.

Pompeo is meeting with US allies in the region, including stops in Jordan, Egypt and several Gulf nations, to coordinate an anti-Iran campaign. His real failure was not following through in any clear fashion.
